Budgeting of the National Projects Amid Low Cash Execution

Analysis of the changes in the structure and volume of spending on the implementation of the national projects executed in the framework of the law «On the Federal Budget for 2020 and the 2021 and 2022 Planning Period» allows noting positive trends due to the growth of corresponding federal budget expenditures. At the same time, amid low cash execution of the federal budget expenditures allocated on the implementation of the national projects in 2019 questions arise regarding growth.

Firstly, increased spending on the national projects amid low cash execution of budget funds seen in 2019 raises risks of the formal implementation of future measures in order to spend funds. Secondly, balanced distribution of expenditures between projects: level of spending on certain projects seems insufficient taking into account the urgency of these national projects. Thirdly, growth of spending on some national projects with simultaneous decrease on the other occurs in the context of lacking coordination between long-term financing of priorities via project and program tools.
