The economic recovery from January to July 2021 was faster in regions dominated by manufacturing. Regions with an abundance of raw materials, especially oil, grew more slowly. The service sector recovered faster in the largest agglomerations and in resort areas of southern regions. Employment in small and medium-sized businesses did not decrease in most regions, but increased in federal cities. Unemployment rates have almost returned to pre-crisis levels, except in a number of territories. Real incomes of the population are recovering slowly, with growth noticeable only in large cities. Budget policy is balanced in most regions.

Growing demand for vocational training and limited access to quality education in some parts of Russia have brought about inter- and intra-regional youth migration {1; 2. The youth migration peak takes place at the age of 18 when young people seek to receive higher education. To a lesser extent, education-related migration takes also place at the age of 16 when secondary vocational training begins.

The general characteristics of the instruments of state support of innovative activity of enterprises are given. Based on the rating of the most successful innovative enterprises in 2017–2020. a decrease in the share of pharmaceutical companies was established. The assessment of the credit and tax burden of pharmaceutical industry enterprises showed the need to improve the tools of state support for innovative pharmaceutical industry enterprises, including in order to reduce the credit and tax burden.

The article structurizes and generalizes the methods of territorial accessibility assessment taking into account the advantages and disadvantages of different methods (assessments based on physical or financial indicators, transport accessibility coefficients of infrastructure (Engel, Goltz), spatial availability indices, indexes based on a gravity model), and also offers a structured approach to their selection and use depending on the specific practical task being solved.

Russia is faced with an increasing need to modernize the existing mandatory pension savings system in order to improve the efficiency of portfolio management and make corporate pension plans available for 70–80% of this country’s working age population. An important role in dealing with these issues could be played by some new forms of collective investment, such as lifecycle funds.
