Kirill D. Shilov – Researcher of the Russian Presidential Academy of National Economy and Public Administration (Moscow, Russia). E-mail: This email address is being protected from spambots. You need JavaScript enabled to view it.

This study provides an analysis of the current state of the cryptocurrency market, as well as an assessment of how existing cryptocurrencies can serve as an alternative instrument for flow of capital under sanctions regime between Russian companies and their counterparts from other countries. The cryptocurrency market in 2022 differs significantly from the market in 2017, primarily due to the emergence of stablecoins and the development of blockchain platforms which became a technological basis for creation of different decentralized applications (DeFi, NFT, etc.). Nevertheless, the prospects of using various cryptocurrencies as a means of payment to circumvent sanctions seem doubtful and entirely depend on how much foreign counterparties are exposed to the risk of sanctions from the United States and the EU.

Key words: cryptocurrency, Central Bank, bitcoin, regulations.

Certification and Declaration of Parallel Imports in Modern Conditions

Elena A. Reznik – Associate Professor of the Higher School of Finance and Management of the Russian Presidential Academy of National Economy and Public Administration, Candidate of Economic Sciences (Moscow, Russia). This article describes the problems of certification and declaration of parallel imports; proves that the certification of parallel imports is a very negative process for quality standards and from the marketing point of view is nothing but misleading consumers; proves that the logistics of parallel imports leave no chance for quality products to reach the final consumer. Another negative characteristic of this method of importation is indicated: it is carried out without payment of remuneration to the original copyright holder, i.e., in fact, it is a direct damage to him, connected with the illegal use of his trademark, which is again associated with misleading the end consumer.

It is concluded that the imposed sanctions greatly change the structure of the sphere of standardization and certification, when with respect to imported products the simplified import procedures are introduced without the consent of the right holder, and the document, on the basis of which the imported products are included into economic turnover, is a declaration of conformity.

Key words: certification, declaration, parallel importation, trademark, logistics control, technical solutions.

Sergey A. Zubov – Senior Researcher of the Russian Presidential Academy of National Economy and Public Administration, Candidate of Economic Sciences, Associate Professor (Moscow, Russia). Е-mail: This email address is being protected from spambots. You need JavaScript enabled to view it.

The aggravation of the geopolitical conflict and the imposition of anti-Russian sanctions had a restraining effect on the retail lending growth in H1 2022. In H2 2021, stabilization of the macroeconomic situation contributed to the recovery of banks’ lending activity, while the quality of the loan portfolio remained intact. However, the growth of outstanding debt and high indices of debt burden of bank borrowers forced the Central Bank to take measures aimed at cooling the market of consumer lending to prevent further accumulation of risks.

Key words: Russian banking sector, retail lending, past-due debt, Bank of Russia.
