Certification and Declaration of Parallel Imports in Modern Conditions

This article describes the problems of certification and declaration of parallel imports; proves that the certification of parallel imports is a very negative process for quality standards and from the marketing point of view is nothing but misleading consumers; proves that the logistics of parallel imports leave no chance for quality products to reach the final consumer. Another negative characteristic of this method of importation is indicated: it is carried out without payment of remuneration to the original copyright holder, i.e., in fact, it is a direct damage to him, connected with the illegal use of his trademark, which is again associated with misleading the end consumer.

It is concluded that the imposed sanctions greatly change the structure of the sphere of standardization and certification, when with respect to imported products the simplified import procedures are introduced without the consent of the right holder, and the document, on the basis of which the imported products are included into economic turnover, is a declaration of conformity.
